MONEY Where the aid went — in plain words

There is no official island-wide total here. There are dated funds: money promised on paper, money that already left, and money still waiting. The careful total further down counts each federal dollar once and says what it leaves out. Slow is not the same as stolen — that needs an indictment.

Page under review: the numbers are being verified before publishing.

So it makes sense

First the money words. Then what each acronym is. Without that, the numbers don’t say much.

Obligated / promised
Money already committed on paper to a project. It can still be waiting to move.
Disbursed / already out
Cash that actually left the federal or island account. Closer to “it arrived.”
Awarded / allotted
Grant ceiling or award — the available cap. Not the same as spent on the ground.
Why we don’t just add it all up
Each fund comes from a report with its own date. Mixing them invents a “total” nobody measured. That is why the careful total counts only awards, once, and explains what it excludes.
Undrawn ≠ stolen
Slow money is not proof of a crime. Theft or fraud only when there’s an indictment or sentence.
COR3
Puerto Rico’s recovery office that manages a big share of post-María reconstruction funds.
FEMA
The U.S. federal emergency agency — it sends a lot of the disaster aid.
HUD
The U.S. housing agency. Here it mostly means CDBG funds for housing and mitigation.
GAO
U.S. Congress auditors. Their reports tell us how much was promised and how much already left.
DOE
The U.S. Energy Department — grid, solar, and resilience funds.

How to read this page

The money trail

Pick a topic above. You see how that fund moves — promised versus what already left — without mixing reports from different years.

The total, read three ways

Careful total (no double-count): $95.34 billion. Already out $26.98 billion · waiting $42.63 billion · no exit data $25.73 billion.

The total by era

  • 2004–2016 · before María (Jeanne, Irene, ARRA, ACA)$9.69 billion
  • 2017–2019 · Irma and María$69 billion
  • 2020–2021 · earthquakes and COVID-19$12.61 billion
  • 2022–2026 · Fiona and after$4.04 billion

Portion of the total with no verified exit figure in this table. It splits in two: «waiting» (committed, dated, not yet out) and «no data» (funds like Medicaid, NAP, SLFRF or ESSER whose spending is not measured here). Means unknown here — never «stolen».
