The House approves ticket refunds and bars LUMA from closing complaints without resolving them
On August 24, 2026, El Nuevo Día reports that promoters and ticket-selling companies will have to refund the entirety of service charges - including sales tax - when a show is canceled, if legislation that this Monday received unanimous House of Representatives approval becomes law. House Bill 429 is by New Progressive representative Lourdes Ramos, at the request of a person who, she said, lost 52 dollars in charges after an urban-music concert was canceled. We want to do justice for all consumers who are not at fault when an artist cancels, she said.
The measure provides for the refund if the event is suspended or canceled, by act of God or any other reason. It must include the ticket amount, service charges, state and municipal Sales and Use Tax, and any other cost, within 15 days. The promoter or seller may retain up to 3 percent of the total value, only for irreversible financial charges of the card processors, if that charge was itemized and disclosed from the start. Lourdes Ramos said promoters file a monthly Hacienda return on ticket volume and sales tax, and that on canceling they can amend so the tax is returned to them. And what happens with that sales tax, she asked: it is not being returned to the consumer. That is an illegal appropriation of money that is not theirs. That phrase is hers. It is not a charge by this magazine.
In the same unanimous session House Bill 134, on obscene exposure before minors, also passed; El Nuevo Día names it, but this note's thread is 429 and 1364.
House Bill 1364, by José Hernández Concepción, seeks that every company operating the transmission and distribution system keep a complaint system that bars closing cases without effective resolution. It arises, the bill collects, from an alleged pattern in which LUMA Energy closes or consolidates interruption claims without the resident confirming they were handled. This measure seeks to return peace of mind to people, so they do not lose time filing five, six, seven complaints, he said. The Assembly had already approved a measure to that end; Jenniffer González Colón vetoed it. I still do not know why they vetoed, José Hernández Concepción said. The three unanimous measures go to the Senate.
On the 23rd, Metro covered the House seeking 400 megawatts. On the 24th, Precision covers House Bill 1031 on the promoter fee. Three votes, three URLs. This is El Nuevo Día: 52 dollars as an example, 15 days, 3 percent retainable, and LUMA Energy complaints that cannot be closed automatically. A reader who wants the texts has the URL at the foot.
