The Junta on Sunday signs off on Compensation Normative Letter 1-2026

On June 28, 2026, Sunday, the Junta de Supervisión Fiscal signs off on the compensation regulation submitted by the Oficina de Administración y Transformación de los Recursos Humanos. Microjuris al Día publishes the account on July 2 and places that sign-off on Sunday, the eve of the fiscal-year close. Daniel Rivera Vargas bylines. The document has 73 pages and is titled Carta Normativa 1-2026. It centralizes compensation rules for central-government agencies and, according to the missive Microjuris cites, is the compensation pillar of the Civil Service reform launched between 2022 and 2023.

Robert F. Mujica Jr.'s letter to DiMauro Vázquez, OATRH executive director, warns that the sign-off is limited to whether the initiative is consistent with the Fiscal Plan and does not constitute a legal review of applicable labor law. The regulation, according to Microjuris, bars agencies from modifying the system without OATRH authorization; consolidates the single employer of Law 8-2017; orders salary reviews every three to five years; creates priority hard-to-recruit posts; and moves away from seniority. OATRH also enumerates a uniform process for raises and incentives, protection of the Uniform Classification and Compensation Plan, high-demand "Hot Jobs," and the SED-PRO skills system.

Microjuris headlines "contratación"; the body is compensation and civil service. This letter is not used to explain the June 22 Alight contract nor Law 118-2026's bidder rules. Three papers: a retirement vendor, a bids statute, and a salary regulation. On June 29, Jenniffer González Colón would sign the budget with line-item vetoes, another URL. Sunday's sign-off is not that signature.

There is here no employee census Microjuris put in the cited fragment, nor a transcribed salary scale. What remain are the 73 pages, Law 8-2017, Mujica's warning, and the Sunday date. The URL is at the foot. This is not original reporting.
