The Board certifies $33.6 billion for FY2027, the second joint budget
On June 29, 2026, the Fiscal Oversight Board certifies the Commonwealth budget for fiscal year 2027. The consolidated total is $33.6 billion. The body presents it as the second joint budget. Robert F. Mujica Jr. says it is a step, not the exit. What remains, on his list, are audits, Medicaid, and education. The caution travels with the figure, not in place of the figure.
The breakdown the release publishes is three layers: a General Fund of $13.2 billion, special funds of $5.5 billion, and federal funds of $14.9 billion. More than two thirds go to health, education, safety, housing, and pensions. The most recent audits the text names are those of FY2022. Medicaid enters with a federal cap. The managed-care organizations, the MCOs, are still not in the budget. The cap in dollars is not invented, nor the date of the next audit.
Seven days later, on July 6, El Nuevo Día reports that Jenniffer González Colón signed a General Fund of $13,174 million, smaller than 13,180. The Board's $13.2 billion and the newspaper's 13,174 are not fused. One is the June 29 certification. The other is the signature El Nuevo Día dates July 6. Anyone who wants a single figure will have to read both notes.
On June 17, La Fortaleza had published that Governor Jenniffer González Colón, before the U.S. Senate, was asking for permanent Medicaid and a ceiling before September 2027, and that more than 1.3 million depend on that program. Robert F. Mujica Jr., on June 29, puts Medicaid among what remains. La Fortaleza sells the ask. The Board names the hole. They are not reconciled.
On June 30 and July 1, the same body and NotiCel close FY2026 as imposed. That close is not this certificate. FY2027 is the 33.6 consolidated total. FY2026 is the fight over roads, coffee, and the rate. This magazine does not use the 33.6 to declare an exit from PROMESA. Robert F. Mujica Jr. already said it was not.
