The Negociado de Energía orders an audit of LUMA's service metrics and billing

The president of the Puerto Rico Energy Bureau (NEPR), Edison Avilés Deliz, issued a regulatory resolution and order instructing the immediate hiring of an independent technical-audit firm to examine in depth the billing, metering, and performance operations of the transmission-and-distribution system operator, LUMA Energy.

The regulator's order arises from the massive accumulation of complaints filed by residential and commercial consumers around voltage fluctuations, inconsistent estimated charges, and excessive delays in restoring electric service after substation failures. The regulator demanded a forensic evaluation of the international SAIFI (interruption frequency) and SAIDI (average system interruption duration) metrics.

The regulator's president, Edison Avilés Deliz, warned that the public-private partnership contract establishes concrete economic penalties if the private company, led by its president Janisse Quiñones, does not demonstrate compliance with the grid's minimum reliability standards. Various legislative sectors have noted that fines and rate reductions should be reflected immediately in direct relief on AEE customers' monthly bills.
