1942-1971
Jaime Benítez and the University of Puerto Rico's mid-century rise
Jaime Benítez Rexach, born in Vieques in 1908 and alive until 2001, served as chancellor of the University of Puerto Rico's Río Piedras campus from 1942 to 1966, and then went on to become the university's first president from 1966 to 1971. His chancellorship alone lasted twenty-four years, and under him the university's enrollment grew from about 5,000 students to about 40,000, an eightfold expansion that reconfigured what higher education even meant for the island.
That long tenure was not free of controversy. In 1948, Benítez banned independence leader Pedro Albizu Campos from speaking on campus after the pro-independence student body invited him, a decision that set off a student strike and closed the university for a time, a flashpoint covered in more detail in another lesson on this site. Whatever one thinks of that call, Benítez also used his position to bring genuine intellectual weight to the campus, recruiting prominent scholars and artists who had left Spain after its civil war, including Nobel Prize-winning poet Juan Ramón Jiménez and, later, cellist Pablo Casals.
Benítez's influence reached well beyond the university gates. He served on the Constitutional Convention from 1951 to 1952 and chaired its Bill of Rights Drafting Committee, the very rights that went on to become part of the 1952 Constitution discussed earlier on this site. He was, in short, one of the people actually writing the legal foundation of the new Estado Libre Asociado while simultaneously running its flagship university.
His relationship with Governor Luis Muñoz Marín was not always smooth. In 1957 the two men had a public falling out, with Muñoz Marín fearing that Benítez would use his university post to build a rival political movement of his own. They reconciled publicly before the 1960 election, a reminder that even the closest political allies of the era did not always trust one another's ambitions.
