San Juan and AAA agree to keep talking and close the latest legal dispute

On July 2, 2026, NotiCel reports that the Municipality of San Juan, under Mayor Miguel Romero Lugo, and the Puerto Rico Aqueduct and Sewer Authority addressed, at least for now, the latest legal dispute over water service in the capital. They notified Judge Anthony Cuevas Ramos that talks continue. The previous day, the municipal government had asked him to find AAA in contempt for not complying with the settlement agreement. The judge denied the request and ordered the parties to keep talking. The parties began meeting that same July 1.

"The discussions held gave way to a series of initiatives and collaborative efforts that remain under evaluation and implementation. The parties have agreed to hold additional meetings to follow up on the proposals exchanged and to specify the mechanisms for carrying them out," reads the city hall motion that NotiCel reproduces. In that motion, the outlet adds, no details are offered on the proposals or whether there is a deadline to meet them. The court still has jurisdiction. San Juan no longer asks that a kind of trustee be designated for the Metropolitan region. It asks, instead, that the order to hold the meetings be deemed complied with.

On July 1, NotiCel had covered the contempt motion: the Municipality charged AAA with silence and inaction, cited the collapse of June 24, 2026 and the resignation of Luis Ortiz Salgado, and asked for a special commissioner. That petition and this denial are two acts. They are not collapsed. On July 31, the same NotiCel reported that AAA was asking for more time to respond and that San Juan was insisting that Anthony Cuevas Ramos summon them already. That is another date. The judicial thread of water in San Juan is not summarized in a single paragraph.

This procedural truce is not the 48-hour rationing in Río Grande and Canóvanas that NotiCel dated July 6, nor executive order OE-2026-032 that Metro covered on July 7. A contempt request, a denial, and rationing in the east are three pieces. This note covers the agreement to keep talking. The reader who wants the motion has the NotiCel URL at the foot.
