Hacienda employee pleads guilty to bribes and a $5 million loss
On July 2, 2026, NotiCel reports that the U.S. Attorney's Office announced that Luis Jiménez Guzmán, an employee of the Department of the Treasury, pleaded guilty to a bribery conspiracy that caused an approximate $5 million loss in tax collections. U.S. Attorney Stephen Muldrow, in written remarks the outlet reproduces, said his office will continue to prosecute corrupt individuals in government who take advantage of the system in exchange for bribes.
According to the plea agreement, Jiménez Guzmán conspired to commit bribery in federal programs and wire fraud, and accepted payments in exchange for corrupt acts. From February 2019 through March 2023, he worked at Hacienda with physical and electronic access to tax returns, billing documents, and collections. He had privileged access to the Puerto Rico Integrated Tax Administration System and the Unified Internal Revenue System, where he could modify taxpayer information. As part of the scheme, he accepted cash payments and other benefits to submit false information, erase debts, evade taxes, and obtain illegal refunds. On August 16, 2021, according to the agreement, he received a $10,000 bribe from a person identified as Person H to erase or reduce a debt of one of that person's clients. Those figures and those dates are the U.S. Attorney's via NotiCel.
Jiménez Guzmán appeared before Silvia Carreño Coll, a judge of the U.S. District Court for the District of Puerto Rico, where he pleaded guilty to a charge brought by information. He faces a maximum sentence of 5 years in prison, a fine of up to $250,000, and supervised release. The FBI is investigating. Assistant U.S. Attorney Marie Christine Amy, of the financial-fraud and public-corruption section, is prosecuting the case. Carlos Goris, special agent in charge of the FBI in San Juan, said the agency will continue investigating schemes that compromise the administration of government programs.
On the same July 2, NotiCel covered W. Stephen Muldrow's resignation from the head of the federal prosecutor's office, effective July 7. That resignation is another act, another URL. On July 21, Ey Boricua reported that a former Hacienda official and a businesswoman pleaded guilty to $665,693 in tax fraud. That is another case. This note covers Jiménez Guzmán's agreement and the $5 million. The reader who wants the federal statement has the NotiCel URL at the foot.
