Puerto Rico ties with India in hiring intention for the third quarter
On June 24, 2026, Caribbean Business covers the ManpowerGroup Employment Outlook Survey: Puerto Rico shares the world first place in hiring intention for the third quarter with India. The seasonally adjusted Net Employment Outlook is 48 percent for July to September, in a sample of 42 localities. The United States stands at 45 percent; Brazil and the United Kingdom, at 37. The global average, 26 percent. Slovakia, Hong Kong, and Romania appear in contraction, at -6, -9, and -12 percent. Those figures are ManpowerGroup's via Caribbean Business.
Melissa Rivera Roena, general manager of ManpowerGroup Puerto Rico, says expectations rose 30 percentage points year over year and 16 versus the second quarter, the highest outlook since the survey has been done on the island, four years. In June 2025, Puerto Rico was fifth worldwide at 18 percent; 2023 and 2022, 36 and 32 percent. Sixty percent of local employers plan to expand headcount; 25 percent do not change; 12 percent reduce; 3 percent do not decide. By sector: manufacturing 78 percent, technology 74, trade and logistics 58, hospitality 46, finance and insurance 45, construction 41. Professional services fall to 26, natural resources to 25, and public health and social services to 1 percent. By region: Centro 55, Metro 52, Norte 42, Oeste 41, Este 34, Sur 24. By size: 250 to 999 employees, 79 percent; 50 to 249, 54; 10 to 49, -11; fewer than 10, 15; 1,000 to 4,999, 18; more than 5,000, 24.
It is a survey of intentions, not a Departamento del Trabajo payroll. On August 22, other notes on this desk used distinct employment series; this piece does not bring them into ManpowerGroup's June. Nor does it convert the 48 percent into a Hacienda-revenue forecast.
