Jenniffer González Colón signs medical-debt Law 98-2026 and vetoes the AI Institute
On June 3, 2026, La Fortaleza reports that Governor Jenniffer González Colón signed Law 98-2026, formerly Senate Bill 255, authored by Juan Oscar Morales. The measure, the release says, has no fiscal impact: it bars reporting to credit agencies consumer information on debts for medical expenses, prevents collection agencies from requesting that information to collect them, and forbids false representations about the impact of those debts on reports and scores. Jenniffer González Colón appears quoted: access to health should not be limited by fear of a credit score.
On the same page she signs Law 99-2026 (House Bill 737), which incorporates the Judicial Branch into the Uniform Law on Express Service Lines and Assignment of Priority Turns for older adults and persons with functional diversity, without altering court calendars. She signs Law 100-2026, which authorizes the Junta Examinadora de Tecnólogos Radiológicos to issue twelve-month provisional licenses, extendable another twelve, to candidates admitted to the first revalidation, under supervision, amending Article 13 of Law 76-2006. She signs Law 101-2026, which adds a link to the Registry of Persons Convicted of Sexual Offenses and Abuse Against Minors on the main portal, via Law 151-2004. And she signs Joint Resolution 30-2026, which names Culebra's CDT for doctor Luis Manuel "Mañé" Collazo Romero, the first Culebra-born physician and CDT medical director for more than two decades.
The same release announces the veto of Senate Bill 769, which created the Law of the Institute for Development and Innovation in Artificial Intelligence. Jenniffer González Colón says she recognizes the objective, but the fiscal implications "are not compatible with the certified Fiscal Plan" nor with fiscal neutrality: new obligations, reallocation of resources, and tax benefits without an independent impact analysis. On June 18 she would sign Law 116-2026 on agency chatbots, another URL: regulating interaction is not creating the vetoed institute.
Five signatures and a veto, one page. Six notes are not written. What remain are medical debt, the PS 769 veto, and Culebra's CDT. The La Fortaleza URL is at the foot. This is not original reporting.
