The Negociado approves the initial scope of line 8700 Costa Sur-Garzas
On June 3, 2026, the Negociado de Energía issues a Resolution and Order in docket NEPR-MI-2021-0002. It approves the initial scope of work LUMA presented to restore line 8700, Costa Sur to Garzas 1HP/2HP, for 36,555,162.15 dollars: 4.87 million of architecture and engineering and 31.68 million of construction. The destination of that figure, the order says, is formulation before FEMA (DR-4339) and COR3. The regulator clarifies what it is not: it is not a federal obligation and it is not a construction permit.
On June 18, the same docket MI-2021-0002 would receive another order, on the Section 428 consolidated list and a 500 million Global E&M plan. That is another URL and another instruction. Line 8700's SOW is not added to those 500 million. Nor is it confused with the 12.9 million in FEMA obligations La Fortaleza announced on June 8, nor with the 51 million of June 12: those are releases from Governor Jenniffer González Colón; this, a regulatory scope approval to formulate.
4.87 and 31.68 are not rounded here to a total other than 36,555,162.15. If engineering-plus-construction arithmetic does not close to the cent in an own tally, the total the PDF put is left. There are no megawatts of the line in this note, nor a re-energization calendar the order has not listed. Costa Sur and Aguirre appear in other June threads — the Power Expectations contract, the June 14 congressional briefing — with other URLs. This order names Costa Sur-Garzas as the 8700 corridor, not as a temporary-generation plant.
What remain are 8700, Costa Sur-Garzas, the 36.6 million for formulation, and the double negation: neither obligation nor permit. The Negociado PDF is at the foot. This is not original reporting.
