The New Deal on the island

Roosevelt's New Deal also reached Puerto Rico, in the form of a dedicated federal agency, built specifically to fight the Depression there, and not as a general program simply extended to the island as an afterthought.

The Puerto Rico Reconstruction Administration, one of the New Deal's "alphabet agencies," was created by an act of Congress on May 28, 1935, three years into the island's accumulated hurricane-and-depression disasters. Its early directors included the American journalist and politician Ernest Gruening and the Puerto Rican educator and politician Carlos Chardón, an American administrator and a Puerto Rican educator working side by side at the top of the agency.

The PRRA operated under the authority of the U.S. Department of the Interior and the Farm Security Administration, giving it real institutional weight in Washington and access to federal funds that island-only initiatives could never have matched.

Its declared goals were broad: to establish long-term economic stability on the island through job creation, land redistribution, public works, and environmental and health initiatives, an ambitious mandate for an agency built in the middle of a global depression, when resources everywhere were stretched and competing priorities were everywhere.

Nor was it a short-lived symbolic gesture. The PRRA was not formally liquidated until February 15, 1955, long after the era this site covers had ended, so its work silently outlived the political convulsions, the world war, and the elections that followed its creation by nearly two decades.

It is easy to focus on this decade's dramatic confrontations: Río Piedras, Ponce, the murders. But the PRRA represents the other half of the 1930s on the island, a slower, more bureaucratic effort to genuinely rebuild what the Depression and hurricanes had broken, running quietly in parallel with the unrest and not in its place.
