PREPA to the Bureau: ~70 MW TM2500 still not acquired; RFP canceled
On September 10, 2026 (received at 9:47 p.m.), the Electric Power Authority filed with the Energy Bureau, in case NEPR-MI-2024-0005 (Priority Stabilization Plan), its responses to the six information requests of August 31 regarding the temporary fleet TM2500 between San Juan and Palo Seco. That same file sets the technical conference for September 15 at 9:30 a.m.
ROI 29: PREPA acquired 14 of 17 authorized units (10 San Juan, 4 Palo Seco). Three Gen 8 units in Palo Seco, then of SAAVI, were not for sale (May 2024). The Board adopted Resolution 5138 and a replacement RFP for up to $65,669,733.53. New Fortress Energy Power, LLC was the sole bidder; award notified on January 29, 2025 for that amount. No contract was signed — insurance, bonds, authorizations, and schedule were missing — and NFE disputed the agreement. PREPA canceled RFP 2024-0607 on January 20, 2026. About 70 MW remain unacquired; there is no pending purchase under that RFP.
ROI 30: the APA purchase option (section 7.11) was not exercised and expired on June 15, 2024; PREPA did not find a separate agreement regarding the units not acquired under 7.11(e).
PREPA response ≠ final order of the Bureau. Award notified ≠ executed contract. Missing MW ≠ theft: capacity not purchased after canceling the RFP. Cousin: 710 (General motion of Sep 9 in the same docket). Primary: PREPA motion, energia.pr.gov.
