Esencia has no plan for 76,264 pounds of daily trash; the landfills cited do not add up

On Sept. 2, 2026, NotiCel reported that the Esencia megaproject, proposed for Monte Carmelo in Cabo Rojo, did not present a plan at Tuesday’s Senate hearing for the 76,264 pounds of daily trash it estimates in operation. Naming landfills is not a plan. The self-sufficiency thread versus AAA and AEE lives in the Sept. 1 note. Esencia cites Cabo Rojo, Hormigueros, and Peñuelas; NotiCel reports Hormigueros is unavailable and Peñuelas must close in 2029. Roberto Ruiz Vargas said that if the municipality cannot take the waste, “we will use private operators,” without further detail. Private operators without detail do not close the plan. Municipal concern is not identified financing.
