Puerto Rico today: Cabo Rojo says Esencia no va; the file names who collects
On August 27, 2026, Cabo Rojo is still saying what the plaza heard on Sunday. El Nuevo Día, by Leysa Caro González, dated August 23 the march under the cry «¡Esencia NO VA!»: hundreds left after 2:30 p.m. from PR-100 to plaza Dr. Ramón Emeterio Betances. The planner Pedro Cardona Roig said on that page that maritime-terrestrial public-domain goods cannot become the privilege of whoever buys in front of the sea. Roberto Ruiz Vargas, of Three Rules Capital, replied that those points «have been duly registered and considered». Inter News Service posted a URL of the same march the next day; when this desk opened it, it found a challenge page, not an article, and does not use it as a news wire.
That Sunday is not an isolated box. Associated Press, bylined Dánica Coto and updated August 26, places a USDA drought disaster in 26 of 78 municipalities, Cabo Rojo included: more than a third in extreme drought and San Juan with the driest July in more than 120 years. In early August the rationing reached more than 180,000 customers, with rotations of up to 48 hours. The same prior week, Fortaleza sold at the NYSE the Ley 60 extension through 2055. That official line is already written in Jenniffer González Colón takes the Ley 60 extension to 2055 to Wall Street: it is not remade here. This page asks something else: with the street, the aquifer, and the drought, who appears named when the record is opened.
August's street started before Sunday. On August 5, El Diario de Puerto Rico dated the march «Exigimos Agua» to the Dos Hermanos bridge, with Johanna Rosaly and Loíza mayor Julia Nazario Fuentes (PPD), to denounce thirteen months of interruptions. The count places Esencia extracting up to 1.25 million gallons a day from the Lajas aquifer and cites Casa Pueblo on a 90 percent CRIM exemption. Marea Ecologista compares those 1.25 million with AAA consumption in Cabo Rojo, 4.4 million, and cites, on August 3, that the Authority does not endorse and does not have capacity. Marea reads in consulta 2026-693109-CUB-013470, approved July 30, 1,070 tourist residences, 307 rooms, and 2,684 million in investment. Those figures collide with the developer's release. This desk does not pick one.

On August 15 the street planted itself in front of the Fairmont in Isla Verde. Metro Puerto Rico covered Saturday: Jenniffer González Colón was marking 50 years and raising money for her committee. The main entrance was closed. Treasurer Oriol Campos, according to that page, set the top ticket at 2,500 dollars. That same Saturday, Metro reports, a transmission failure left thousands without power. El Diario, on August 17, summarizes that night in the middle of the drought. Seven days later, on the 22nd, the street moved to the Caribe Hilton. The count of the gases is not one. TeleOnce, by Andrea Osorio Gelpí, dates the Fuerza de Choque intervention and speaks of tear gas. Radar Boricua publishes superintendent Joseph González: the Police did not use gas; a protester's spray, he says, affected three officers. El Solidario frames the two weekends — 2,500 dollars on the 15th, 250 on the 22nd — and warns that there is, in what has been published, no evidence that González personally ordered that intervention. This desk prints both versions.

The permit machine that met that street is already in this desk's notes. It is not remade. The signing of Ley 82-2026, on May 12, and the closing of the injunction in Article 14.1 are the frame. Fortaleza turned into law P. de la C. 310 of Jorge Navarro Suárez and Luis «Joseán» Jiménez Torres: standing, rustic land for «strategic» projects, and a bond for whoever asks to halt. The note of Paseo Responsable on that burden is an opposition view; the twenty-day clock is not stuck there. That clock lives in the OGPe consulta without hearings: order OGPe-2026-002, signed July 14 by acting assistant secretary Miguel Manzano Rivera, provides that «strategic projects» will not be subject to public hearings. Consulta on July 14, approval on the 30th: sixteen days. The only remedy the order leaves is review before Appeals in twenty calendar days; notified on July 30, they expired on August 19.

The more than 800 letters without hearings and Mandarin and Rosewood before the OGPe remain in their own notes. The approval of the consulta is not a construction permit: Jean Peña Payano leaves the DRNA endorsements. Water and land remain in the 40 percent SREP and the 50 percent rustic, which anchors the AAA's refusal and Beatriz Llenín Figueroa's word «dictatorial» on Ley 82. In the Senate, RS-459 and RS-9 and Molina asking for water capacity are requests in committee, not a litigation caption against Fortaleza. Coast and ethics: access and dismissed complaints. The House: Carlo, without water, power, or trash. The cultural chorus: 205 figures, Esencia no va. Whoever demanded hearings before the approval has that July 16 note.
The other engine is not in the OGPe. It is in the Code. On March 10, El Nuevo Día headlined «A pagar contribuciones los inversionistas residentes que se muden a la isla» and LexJuris published Ley 38, which amends Ley 60-2019. Existing decrees keep the 0 percent. The 4 percent is for new applications from January 1, 2027; whoever files in 2026 stays at 0 percent. That reading is already in Ley 38-2026: existing decrees keep the 0%. On March 21, Microjuris Al Día breaks down the 4 percent: six years of non-residence for filings after December 31, 2026, a primary residence within two years, and Ley 22 and Ley 60 decrees honored. The detail is in who keeps the 0%.
On June 30, NotiCel, in the voice of attorney Lisoannette González, publishes that the DDEC ignored the 70/30 rule of Ley 74-2010 and sheltered itself in the confidentiality of Ley 60. The Interamericana Clinic sued over 59 decrees. At Esencia, NotiCel reproduces 498 million in credits, 520 hotel units, and 1,132 residences. The pattern, not a criminal finding, is in the DDEC ignored the 70/30. On October 14, 2025, Sin Comillas reprinted the CPI: Turismo called Esencia «predominantly residential» and still approved those credits, 40 percent of 1,244,299,092 eligible dollars. Ricardo R. Fuentes Ramírez divides the almost 498 million by 1,205,281 returns and gets about 413 dollars per taxpayer. That investigation is already in tourism credits.
Whoever asks for the data hits the Mansion. On December 30, 2025, Sin Comillas reprinted the CPI: journalists from that outlet did not enter conferences at La Fortaleza without a Department of State credential. That door is in access denied. On April 17, 2026, Metro Puerto Rico covers that the Supreme Court said no ha lugar. The 2024 fight over the 59 tourism decrees was against then-secretary Manuel Cidre Miranda. The secretary of Economic Development this year is Carlos Ríos Pierluisi, confirmed by the Senate in that note. Cidre is 2024. Ríos Pierluisi is 2026. They are not fused. On February 27, Metro Puerto Rico summarizes the Espacios Abiertos report: 4.55 dollars in tax benefits for each 1 dollar collected; tax expenditures equivalent to 21 percent of GDP; 67.2 percent concentrated in corporate incentives under Leyes 60, 73, and 135. The machine is not a secret committee: Fortaleza selling 2055, a Code that leaves the 0 percent to whoever already has a decree, a DDEC that does not publish the 70/30, and 4.55 for each peso that comes in.
On June 30, 2016, Barack Obama signed PROMESA. The Board's FAQ says the law created the Financial Oversight and Management Board to restructure debt and recover the markets, and that neither the governor nor the Legislature can control it. Before, according to that page, the territory owed more than 72,000 million and carried more than 55,000 million in pensions. Ten years later, Noticias SIN covered the picket «Pa' fuera la Junta» in front of the FOMB headquarters. The piece, dated June 30, 2026, cites Eva Prados: more than 500 schools closed, the UPR cut in half, and pensions cut «also more than half». The same day, SIN reports, the Board offered 3,000 million to PREPA bondholders, already noted in that note. Civil society does not copy Prados. NotiCel covered La Década perdida: Espacios Abiertos puts 438 schools, a 47 percent cut to the UPR, and more than 2,000 million in advisors.

The other thread is the code. Ley 45-2017, in LexJuris, attributes Ley 22-2012 to the administration of Luis Fortuño. In 2019 that regime, with Ley 20, was recast into Ley 60. Sembrando Sentido, in April 2026, sued the DDEC for the data of the three laws; that suit already has its own note. There is no secret committee: a statute and a code that survived Fortuño (2009-2013), Wanda Vázquez (2019-2021), Pedro Pierluisi (2021-2025), and Jenniffer González (from January 2, 2025). The CPI puts the Esencia decree in 2020 under Vázquez and the 2024 amendment under Pierluisi; the application is dated May 21, 2019, under Ley 74-2010. On June 1, 2021, Quanta announced that LUMA had taken PREPA's transmission and distribution, under a fifteen-year contract. LUMA is not the owner of the assets. The 2026 litigation is already in the counterclaim. Pensions remain under Ley 106-2017: in June the Board left the Alight contract at 35 million, noted in that note. The Board still certifies budgets and says PROMESA counts; that certification is in FY26 and PROMESA. Skeel published his book; it is another voice, not a discharge, already on the page.
Who is behind, in the public file, is not a hidden precinct. PR Newswire, on August 11, sourced to Three Rules Capital and Reuben Brothers, names Jamie Reuben, Will Bennett, Roberto Ruiz Vargas, Harish Venkatesh, and the master plan of Álvarez-Díaz & Villalón plus EDSA, with Pablo Massari. The legal vehicle the CPI puts on the page is Cabo Rojo Land Acquisition, LLC. The release figures more than 2,000 million dollars, 500 rooms, 1,200 residences between about 2 and 20 million, and 17,000 jobs, with Mandarin Oriental and Rosewood. Those figures are from the release, not from Marea or the CPI. Beside them are the offices: Fortaleza, which signs Ley 38 and Ley 82 and sells 2055 at the NYSE; the DDEC of Carlos Ríos Pierluisi; the OGPe of Miguel Manzano Rivera; the Board, which certifies budgets and on June 30 offered 3,000 million to PREPA bondholders. Álvarez-Díaz appears as signer of the plan and, in the fast-track note, as co-host of fundraisers when González was resident commissioner: that phrase is La Perla del Sur's, not a crime this desk invents. Turismo asked that the residential scale be reduced and still the credits went out. There is no cabal to join. There are names, laws, and offices that were already in print.
The record, set side by side, does not match the investment speech. The speech says 2,000 million, 17,000 jobs, and guests in 2029. The record says a consulta in sixteen days, without hearings, with more than 800 letters, and a twenty-day clock that expired on August 19. It says a Ley 82 that hardens who can ask to halt and a 2020 decree, amended in 2024, with almost 498 million in tourism credits on a project Turismo called predominantly residential. It says a Ley 38 that leaves the 0 percent to whoever already has a decree and to whoever files in 2026, and 4.55 dollars of benefit for each peso that comes in. It says an AAA that, on August 3, does not endorse and does not have capacity, over 1.25 million gallons a day on an island with more than 180,000 rationed customers. It says gases on August 22 that TeleOnce attributes to the Fuerza de Choque and that the superintendent denies. It says, on August 23 in Cabo Rojo, that hundreds marched under «Esencia no va». It does not say a construction permit or a DRNA endorsement. It does not say the governor ordered the gas. It does not call for taking anything. It leaves the file beside the speeches. It is not original reporting.
