FEI files final report on Jessika Padilla’s CEE bonuses; no charging decision

FEI Leticia Pabón Ortiz told El Vocero she filed her final report on August 12, 2026, concerning alleged misuse of public funds for a one-time bonus to 65 exempt CEE employees under former alternate president Jessika D. Padilla Rivera. She interviewed 45 people; the Panel was scheduled to consider the report August 27. Justice recommended an FEI in January after an OGP referral in May 2025. Padilla’s lawyer had called the inquiry retaliation for excluding former PNP electoral commissioner Ciary Pérez Peña from the bonus list. The article announced no charging decision.
