Organizations call the Board's ten years a "lost decade."

On August 20, 2026, NotiCel covers the report La Década perdida, a civil-society analysis of the Fiscal Oversight Board's first ten years. The organizations, according to the outlet, say PROMESA did not meet its metrics and that the arrangement cost more than $2,000 million in advisers. This note's title copies that judgment and leaves it in the mouths of those who signed it. It is not a verdict by this magazine.

Espacios Abiertos, in the 2025 tally NotiCel reproduces, puts $2,021 million on consultants and lawyers. Since the Board, the report counts 438 schools closed, a 47 percent cut to the UPR, $900 million less for the municipalities, 43 insolvent mayoralties, tolls 60 percent higher, power 40 percent higher, and water 30 percent higher. Those are the report's figures. They are not audited here. They are attributed to the document.

More than $2,000 million in the dek and $2,021 million in the Espacios Abiertos body are the same order of magnitude said two ways. They are not fused into a single line, nor used to price the Power Expectations contract or Genera's budget. Those are other beats, other sources, and other fiscal years.

On August 25, NotiCel covers the ABRE municipal fiscal-health index, with ten Unsustainable municipalities and more mayoralties in operating deficit. That edition does not verify the 43 insolvent mayoralties in the civil-society report. They are two methodologies. On August 4, the same NotiCel covered David A. Skeel Jr.'s book on the Board. David A. Skeel Jr. is another voice, on another date. La Década perdida stays with the organizations and with Espacios Abiertos.

PROMESA, in this piece, is the frame the analysis says was unmet. There is no metric-by-metric list here, because the confirmed facts do not enumerate them all. There is the cost of advisers, the schools, the UPR, the municipalities, and the rates. A reader who wants the PDF has NotiCel. The report is not turned into a census or a discharge.
