The Board revokes the Power Expectations contract and refers it to the authorities
On August 14, 2026, the Fiscal Oversight Board announces on its own site that it revokes approval of the AEE contract with Power Expectations and refers it to the authorities. The vote is that August 14. The contract, in this release, is $5.9 billion, for ten years, for 400 megawatts. Enchanted Rock, on August 7, said its name and signature were used without authorization. At 66 days, according to the Board, there had been no progress.
The chronology the release publishes is this: the AEE submitted the contract on January 16, 2026; there was conditional approval on May 8 and final approval on June 2. The RFP was born from a gap of about 700 to 850 megawatts in March 2025. Those dates and that range belong to the Board. A fourth milestone is not added, nor a megawatt outside that cut.
Other outlets round the money another way. On August 13, El Nuevo Día quoted Governor Jenniffer González Colón on about $5,887 million and ten years. On the 21st, the same newspaper, with Proskauer, returned to $5,887 million. NotiCel, that 21st, cited Jenniffer González Colón speaking of a contract that exceeds $5,800 million. On the 24th, Pablo José Hernández Rivera's letter to the Department of Energy, according to El Nuevo Día, alluded to $5,900 million. The Board, on the 14th, writes $5.9 billion. The layers are left. Which one is the true figure is not declared.
NotiCel, on August 20, covers the Negociado saying the 700-to-850 megawatt deficit is no longer taken as given without an update, with a ten-day deadline for LUMA. Metro, that same 20th, quotes Janisse Quiñones: service is under threat. On the 18th, Mary Carmen Zapata Acosta cancels, according to El Nuevo Día of the 21st. The August 14 release is the Board's vote and the referral to the authorities, with Enchanted Rock and the 66 days without progress. Beats from other dates are named as other notes, not as if they had already happened that Friday.
Four hundred megawatts and ten years are the duration and the capacity the Board published. The March 2025 RFP is the origin it itself names. This magazine is not a court and not the 3PPO. It copies the vote, the submission and approval dates, Enchanted Rock's August 7 complaint, and the referral. The reader has oversightboard.pr.gov at the foot. This is not original reporting.
