The Board approves $127 million in federal funds for 46 AAA works
On August 14, 2026, El Nuevo Día reports that the Fiscal Oversight Board approved $127 million in federal funds for 46 works of the Aqueduct and Sewer Authority. It is not a General Fund check and not a patch from the emergency reserve. It is money from the Environmental Protection Agency revolving funds, passed through the filter of PROMESA section 207.
The breakdown the newspaper publishes is concrete. Through the Clean Water State Revolving Fund go $61.8 million: 13 projects, at 1 percent, for 30 years. Through the Drinking Water State Revolving Fund go $65.2 million: 33 projects, of which $30 million at 1 percent and $35.2 million with forgiveness. The proposals were submitted on July 31. Among what the text names is the replacement of lead lines. An inventory of works the clip does not list is not added.
Thirteen days earlier, on August 1, Primera Hora had dated another layer of the same money. Governor Jenniffer González Colón declared a water emergency, activated executive orders and the National Guard, and asked the Board for access to $127 million. The figures she put in that note, with cents, were $61,834,929 from the Clean Water SRF and $65,190,840 from the Drinking Water SRF. She did not enumerate projects. She said the Board's go-ahead was still needed. On August 14 that go-ahead arrives, now with 46 works and the 13-plus-33 breakdown.
August water was not an abstract theme. On August 6, the same El Nuevo Día recounted the resignation of Héctor Del Río Jiménez, chair of the AAA board, over a 48-hour rationing that touched about 180,000 Carraízo customers. On August 11, El Vocero covered the 24-hour stoppage the UIA called. On August 5, El Nuevo Día had reported that the Board was opening the emergency reserve of about $1,300 million for cisterns and potabilization, not to patch the budget. That reserve is not this EPA loan. The two layers are left.
The August 14 approval does not close the drought or replace the federal debate over a major disaster. It only says, with a date and an outlet, that $127 million in revolving funds passed the 207. The figures are those El Nuevo Día published. This magazine does not add the reserve's $1,300 million to the $127 million to invent a water total.
