Thomas Rivera Schatz demands the resignations of Francisco Domenech and Itza García
On July 18, 2026, NotiCel covers a social-media message from Senate president Thomas Rivera Schatz. He catalogs as incompatible that the secretary of the Governorship, Francisco Domenech, and the undersecretary, Itza García, remain in their posts after being flagged in an investigation by the Office of the Independent Special Prosecutor Panel. Out of prudence and decency, he writes, they should not stay there being the face of an inquiry into corruption and unethical conduct.
Thomas Rivera Schatz demands they resign if they appreciate Governor Jenniffer González Colón. If they do not, he says, she must act. He adds that Executive Order 2025-008, which sets the functions of the secretary of the Governorship, is unsustainable in the hands of officials with such grave allegations. NotiCel does not reproduce a resignation document or a deadline. The public demand stands.
The outlet recalls that the OPFEI announcement expands an inquiry that began with complaints from former Department of Economic Development and Commerce secretary Sebastián Negrón Reichard against Norberto Almodóvar Vélez and Charlene Neuman Rivera, and that now reaches Francisco Domenech and Itza García. A day earlier, on July 17, NotiCel had reported the FEI Panel's authorization and the 45-day term. This note does not repeat the prosecutorial statement as if it were a new finding.
On July 21, Radio Isla will cover that Jenniffer González Colón announces the departures: Francisco Domenech through August 7 and Itza García through the 15th. That is another act, another date, and another outlet. On July 14, the same Thomas Rivera Schatz had referred Itza García to OPFEI and Ethics. A referral, a demand for resignation, and a Fortaleza announcement are three rungs. Here it covers the second.
There is no Senate vote count in this page, nor an inventory of OGPe contracts. Thomas Rivera Schatz speaks from Facebook; Jenniffer González Colón does not yet answer in this piece. The reader who wants the full message has the NotiCel URL at the foot. This is not original reporting.
