Jenniffer González Colón signs laws on port security, gender, and civil rights

On July 15, 2026, NotiCel reports that Governor Jenniffer González Colón signed into law several measures on port security, civil rights, protection for gender-violence victims, and claims of minors and incapacitated persons. Act 126-2026 repeals the port-security model in force since 2008 and establishes a new coordination framework with federal agencies, with the purpose, according to the statement of motives the outlet summarizes, of eliminating structures and costs the Government considers unnecessary for maritime commerce. The prior system, that statement says, duplicated federal functions.

Act 130-2026 amends the Civil Code to clarify that limitation periods remain suspended while the person is a minor or has a judicially declared incapacity. Act 131-2026 clarifies that in loan contracts interest may be charged only when both parties have expressly agreed it. Act 135-2026 expands protection against the non-consensual dissemination of intimate material by making the threat to disclose it a felony, even when it is never published, and updates definitions to include digitally altered or generated images. Act 138-2026 requires each municipality to designate a liaison to guide women victims and survivors of domestic and gender violence, facilitate referrals, and help with protection orders. Municipalities will have 90 days to implement it. Those five laws are the ones NotiCel names. The outlet alludes to an additional joint resolution at the close; this note does not invent its number.

This July 15 package is not the federal WRDA of the 14th nor the cannabis inspections of the 12th. Three legislations, three dates. The reader who wants the signed texts has the NotiCel URL at the foot.
