PFEI adds ten Land Authority charges; probable cause, not a conviction
On July 2, 2026, El Vocero reports that the Panel on the Independent Special Prosecutor expanded the Land Authority case with ten new charges against former technician José Miguel Huertas Torres and 3T Industrial and General Contractors Corp. Special prosecutors Ramón Mendoza Rosario, Fabiola Acarón Porrata-Doria, and Gisela Alfonso Fernández allege fraud and illegal taking of $380,000 in public funds for the Quebrada Margarita project in Guaynabo. A charge is not a conviction. This note invents no verdict.
Judge Milagros Muñiz Mas, Bayamón Court of First Instance, found probable cause for arrest on all ten charges. She set bail at $20,000 per charge, $200,000 in all. The preliminary hearing was set for July 14, 2026. Two counts under Article 202, fraud; eight under Article 182, aggravated illegal taking. Probable cause is not a judgment. Bail is not a sentence.
Ygrí Rivera Sánchez, panel president, says the institution will continue public-funds cases. This desk leaves that phrase in her mouth. What remains is ten charges, $380,000 alleged, $200,000 bail, and a no to conviction. A reader who wants the July 2 notice has the El Vocero URL at the foot. This is not original reporting.
