The Junta offers 3,000 million dollars to settle AEE debt
On June 30, 2026, the Junta de Supervisión Fiscal announces on its portal that it proposed to Autoridad de Energía Eléctrica bondholders an agreement to reduce claims and close PROMESA Title III. On June 1, the release says, it offered 3,000 million dollars in cash, new bonds, or a combination, to unreconciled bondholders. That adds 1.4 billion to the consideration of the current Plan of Adjustment. Recovery would be approximately 35 percent on claims of about 8,500 million dollars at the petition date, versus about 19 percent of the Plan. The source of the cash or of the new bonds' service, the Junta clarifies, is not finally determined. The writing was published on EMMA.
Robert F. Mujica Jr. appears quoted twice: AEE's bankruptcy must be resolved; the case is the last chapter of the fiscal crisis; a mediated agreement remains possible. The Junta says Puerto Rico's district court, with jurisdiction over PROMESA, asked to continue mediation. Fuel-line creditors, unsecured creditors, and some bondholders already agreed to the Plan; those agreements stand. The majority of bondholders, the text says, neither accepted the Plan nor made a counterproposal. The Junta declares itself willing to negotiate a contingent value instrument (CVI) tied to real increases in AEE's net cash flow if energy volumes sold exceed the certified 2025 Fiscal Plan projections. AEE would not pay the CVI when volume does not produce that excess.
El Vocero covered the same offer with another URL; the ledger discarded it as a duplicate account. This note uses the Junta's release. June 30 is also the date of the already-published kernel of the imposed FY2026 certification: another act, another document. The 3,000 million offer is not used to explain that imposed budget, nor the reverse.
There is here no yes from the bondholders. What remain are 35 versus 19, the 8,500 million, the CVI, and Robert F. Mujica Jr.'s words. The Junta URL is at the foot. This is not original reporting.
