The Negociado approves transmission and distribution projects with FEMA 428 funds
On June 18, 2026, the Negociado de Energía publishes another Resolution and Order, this time in docket NEPR-MI-2021-0002, on FEMA Section 428 funds and the Consolidated Project List. It approves transmission and distribution projects listed in Annex A. It orders LUMA to reconcile FEMA and COR3 funds, submit a 500 million dollar Global Engineering and Management plan, and deliver a list of inactive projects by July 15. Those three instructions are from the PDF.
It is not a new federal obligation announced by La Fortaleza. On June 8, La Fortaleza had figured more than 12.9 million dollars in new FEMA obligations for bridges, roads, schools, AEE, and municipalities. On June 12, more than 51 million. Those notes are releases from Governor Jenniffer González Colón. This is a regulator's order on LUMA's consolidated list and the 428 mechanism. The 12.9, the 51, and the 500 are not added into a single pot.
The 500 million Global E&M plan is a formulation-and-reconciliation mandate, not a disbursement this magazine has seen in an account. Annex A is not transcribed here. July 15 is the deadline the Negociado put on LUMA, not a construction date. If a project in the annex is already inactive, the order itself asks for the list: which ones they are is not invented.
That same June 18, the Negociado signed the annual-factors order (another URL, docket MI-2020-0001) and the Junta de Supervisión Fiscal, in the kernel already published on this desk, amended LUMA and Genera budgets. Three acts, three documents. This note covers Section 428 and the consolidated list. The PDF is at the foot. This is not original reporting.
