PFEI assigns two special prosecutors to Negrón versus Domenech; Domenech counterfiles the same day

On June 18, 2026, at 7:01 p.m., Primera Hora reports that the Panel on the Independent Special Prosecutor assigned special prosecutors Fabiola Acarén Porrata-Doria and Ileana Agudo Calderón to investigate complaints former DDEC secretary Sebastián Negrón Reichard filed against secretary of the governorship Francisco Domenech. The Panel folded them into Justice's referral against former OGPe officials Norberto Almodovar Vélez and Charlene Neuman Rivera, over professional-services procurement. The Panel says «causa suficiente». That is not a conviction. Jenniffer González Colón, Primera Hora reports, says Negrón's allegations are false. Negrón alleged pressure for a JJ Investment advertising contract and Opus Miramar tax decrees tied to Politank.

That is a second version. No winner is chosen. They are not averaged. Domenech alleges, and this desk does not turn those allegations into findings: $74,111,276.62 in incentives to clients of his grandfather Héctor Reichard de Cardona's firm; his wife, Grupo Imperial LLC, registered February 22, 2026, decree March 1; Ethics, on May 1, 2026, said the recusal is not retroactive; Ernesto J. Zayas García, Incentives director; Robert Segarra resigned May 15, 2026. Allegation is not a finding. A complaint is not a conviction.
