Jenniffer González Colón signs Law 111-2026 and updates the Insurance Code
On June 12, 2026, Governor Jenniffer González Colón turns Administration Measure 83 into law, now Law 111-2026. The La Fortaleza release says it updates Chapter 44 of the Insurance Code to the most recent National Association of Insurance Commissioners standards, so the Oficina del Comisionado de Seguros can better oversee risks, solvency, and liquidity of the groups that control insurers and health-service organizations.
Among the tools it names: group-capital calculation, liquidity stress tests, enterprise-risk reports, and stricter confidentiality requirements on the financial information entities deliver to the Commissioner. The text ties those tools to Puerto Rico's accreditation before the NAIC and to uniformity with other United States jurisdictions. It also speaks of information exchange with state, federal, and international regulators under confidentiality protocols.
Jenniffer González Colón presents the signing as consumer protection and as a more solid market. The release does not publish a count of insurers under supervision, nor a minimum-capital amount, nor the floor number of the measure beyond Administration Measure 83. They are not invented. On June 10 she had signed Laws 105, 106, and 107; on the 16th she will sign the agricultural package. This is the insurance one.
Nor is Law 111 used to audit the 51 million FEMA announced the same 12th, or the Negociado's electric contingency accounts. Three threads, one day. What remains is the NAIC, Chapter 44, and the Commissioner.
