The Junta denies the Conservatory Time and Attendance funds and extends Caño Martín Peña capital
On June 10, 2026, Robert F. Mujica Jr. answers Orlando Rivera Berríos, executive director of the Oficina de Gerencia y Presupuesto, a package of reprogrammings. Among the first determinations: it denies the Conservatorio de Música de Puerto Rico a funds extension through June 30, 2027 of 7,465 dollars for monthly licenses of the Time and Attendance program. The reason he writes: it does not align with the purpose of capital spending, it is recurring operational expense that must go in the certified FY2027 budget, and it does not fit the exceptions in section 8 of the FY2026 General Fund resolution.
It approves with observations 8,469,006 dollars of FY2023 General Fund capital expenses for the Corporación del Proyecto Enlace del Caño Martín Peña, through June 30, 2027, to continue works in the Special Planning District. It is an exception to the rule that prior appropriations fall at year-end, because the delay, the Junta says, is due to external factors of a multi-source capital project. The Departamento de Corrección y Rehabilitación receives partial approvals for facility repairs: 2,126,473 and, later in the same letter, other lines. The Centro de Bellas Artes, 4,432,043. Salud Mental y Contra la Adicción, 845,378. There are more agencies in the 16 pages. This note does not walk them one by one.
The letter is distinct from 12801 of the same day, which covers DDEC increases and an award closed without determination. Two PDFs, two packages. Nor is it the Special Revenue Funds certification, though all three carry the June 10 date. Whoever wants the Conservatory or the Caño has this 12759.
Copy to Francisco J. Domenech Fernández. The Junta orders OGP to post the amounts in PRIFAS. The Conservatory no is not used to talk about Law 106-2026 on the workforce, signed that same day at La Fortaleza.
