The Junta approves 2,146,000 dollars in cooling-tower cells in Río Piedras

On June 8, 2026, Jaime A. El Koury writes to Zayira Jordán Conde about a purchase order between the Universidad de Puerto Rico and Technical Industrial Sales, Inc. Approved with observations. The object: eight cooling-tower cells for the air-conditioning system of the Río Piedras campus. Order 410040273, 3 comes from competitive process JSC-AC UPR 003-2024-2025, published January 28, 2025. The maximum payable is 2,146,000 dollars, to be paid to the contractor within 30 days of the equipment being installed.

UPR certifies institutional funds in account 10461.601.7700.000.20C040000324.00. The Junta sees sufficient fiscal 2026 budget as of the date. If the order makes the budget overrun, UPR must find savings and request reprogramming. The review is PROMESA 204(b)(2), not an inspection of the towers. Any material change is resubmitted.

On June 1, the same Junta had approved Juan F. García's second amendment at the Molecular Sciences Research Center, with EDA funds, up to 9,992,989.89 dollars. That is ASTREC construction. This is cooling equipment in Río Piedras with own funds. They are not added. Zayira Jordán Conde receives both letters; the contractors are different.

Nor is the 2,146,000 used to talk about San Juan's 15 million HOME-ARP, approved the same 8th. Three contracts, three URLs. This is the eight cells.
