The Junta approves with observations the LUMA-Pro-Energy contract for three RTUs

On June 8, 2026, Jaime A. El Koury writes to Juan Rogers Menchaca, of LUMA Energy ServCo, about a contract with Pro-Energy Supplies, Inc. Conclusion: approved with observations. LUMA, as AEE's agent, will buy the replacement of three Remote Terminal Units of the P6 stabilization and modernization project in San Lorenzo, Añasco, and Salinas Urbano — the letter writes Salina Urbano.

The ceiling is 229,135.50 dollars, for one year from signing, with a one-year extension allowed. The process is sole-source, not competitive. LUMA submitted an exclusivity letter from GE Vernova International, LLC: Pro-Energy is the exclusive supplier through November 30, 2028. The funds are from the United States Department of Energy, Award DE-GD0001048 P6, account 03-1071-A3341-200-340-10 10N014020000. The Junta sees sufficient fiscal 2027 budget as of the date. Any amendment is resubmitted.

The observations, under 2 CFR 200: PowerAdvocate looked like a public bid and LUMA clarified that it only served for document exchange with the vendor; that must be left clear in the file. The formal Notice of Award was not submitted; LUMA must archive it. The Junta did not do due diligence of the parties nor independently verify what was submitted.

The same June 8, the Junta approves the HOME-ARP housing contracts with San Juan and Bayamón and the UPR cooling-cell purchase order. Three letters, three ceilings. This is the RTU one. The 229,135.50 is not used to talk about the 12.9 million FEMA that La Fortaleza announces the same day.
