Housing: 15 million HOME-ARP to San Juan and 15 to Bayamón, for 17 years
On June 8, 2026, Jaime A. El Koury writes to Ricardo Álvarez Barreto, executive director of the Autoridad para el Financiamiento de la Vivienda, about two HOME-ARP contracts: one with the Municipality of San Juan and another with Bayamón. Approved with observations. San Juan will acquire and rehabilitate 52 scattered properties; Bayamón, 55. Each municipality receives 15,000,000 dollars. The term is 17 years from signing. The frame is HUD's HOME Investment Partnership Program-American Rescue Plan, a one-time American Rescue Plan Act allocation for housing and services tied to the pandemic.
The contracts come from a Notice of Funding Availability of February 24, 2025. AFV certifies they are covered with HUD's line of credit: the municipalities submit payment requests, AFV reviews, then funds are drawn to AFV's HOME account (BPPR 030-811090) and from there to the HOME-ARP account (BPPR 030-285143). The Junta sees sufficient fiscal 2026 budget as of the date. It does not independently verify what was submitted.
There is a 2 CFR 200 observation on the Broad-Level Tiered environmental analysis; the detail is in the appendix. This magazine does not rewrite it. Nor does it convert the 107 properties into a count of households without a roof. Miguel Romero Lugo does not appear in this letter: the contracting party is the municipality, not the mayor by name.
On June 1, Robert F. Mujica Jr. was writing to the mayors about excise on federal works. These 30 million are HUD HOME-ARP funds, another window. On June 8 there are, besides, LUMA's RTU contract and UPR's purchase order. Three PDFs. This note is housing.
Whoever wants the NOFA or the environmental observations has the Junta PDF. This is not original reporting.
