The Negociado approves LUMA's Model Bill for invoices from July 1

On June 4, 2026, the Negociado de Energía resolves in docket NEPR-MI-2021-0008 that LUMA complied with the April 15 Rate Order. It approves the Model Bill: invoices from July 1, 2026 will use that model. The document provides for removing from the model bill the Pension Payment and Provisional Adjustment riders, and adjusting LRS and RH3. Those acronyms and that effective date are the PDF's, not a redesign by this magazine.

Approving a bill model is not setting the quarterly fuel factor. On June 18, the Negociado would cite LUMA and Genera to a technical conference on annual and quarterly factors, another URL. On June 30, Primera Hora would recount a rise of 1.34 cents per kilowatt-hour for July-September, another URL. The June 4 Model Bill is the template; the June 30 factor is the tariff. They are not averaged.

Nor is this order used to talk about the 30 million contingency accounts the regulator approved June 15 in docket MI-2021-0004. Three files, three acts. April 15 remains as the originating rate order the Negociado says was complied with; that review is not reopened here. Edison Avilés Deliz presides over the Negociado; this note does not attribute to him a quote the Model Bill PDF has not put in the ledger. The template is LUMA's, the approval is the regulator's.

There is in this note no sample bill with dollars and cents that the PDF has not put. What remain are the July 1 effective date, the exit of the two riders, and the LRS/RH3 adjustments. The PDF is at the foot. This is not original reporting.
