The Junta bulletin: CCPA forum, PROMESA interviews, and OATRH regulation

Bulletin number 4 of 2026 from the Junta de Supervisión Fiscal, on a single page, gathers several public June acts. On June 4, Robert F. Mujica Jr. and deputy executive director Arnaldo Cruz take part in the Internal Audit Forum of the Colegio de Contadores Públicos Autorizados. They speak of public procurement, of Law 73-2019, and of the new Administración de Servicios Generales regulation. The photo also names Harry Santiago Pérez, chair of the CCPA Internal Audit Committee. That is this note's date. The rest of the page is not split into five kernels: it is the same URL.

On June 22 and 27, the bulletin records exclusive interviews with El Nuevo Día and El Vocero: chair Arthur J. González, former chair David A. Skeel Jr., and Robert F. Mujica Jr. discuss progress under PROMESA and what the Government still has to do. On June 26, Robert F. Mujica Jr. explains to El Nuevo Día why PROMESA requires modified-accrual accounting in the budget: it changes the recognition of expenses, revenues, and obligations. That same 26, Arnaldo Cruz, Jesús González, and Facundo Di Mauro Vázquez train public employees on the Compensation Administration Regulation and civil-service reform.

The bulletin also announces that the Junta approved that OATRH regulation: a single framework for about 23,000 career and trust employees covered by Law 8-2017. It announces a June 1 offer of 3,000 million dollars in cash and/or new bonds to unreconciled AEE bondholders, and certification of the Commonwealth budget for fiscal year 2027, with total spending similar to the prior year. The FY2026 revision it mentions is certified as a Junta budget, not a joint one, because there was no consensus on the municipal-roads improvement plan. Those lines are on the page; the consolidated certifications of June 29 and 30 have other URLs and other notes already on the desk.

It also lists summer internships (13 students from June 15) and a meeting of Robert F. Mujica Jr. with AAFAF interns on June 23. Figures from a budget the bulletin does not put in billions are not extracted here. What remains is the June 4 forum, the interviews, modified accrual, and the OATRH training, all on the same URL.

The reader who wants the regulation blog or the full interviews leaves this page for those outlets. This note's source is the bulletin. This is not original reporting.
