Fomento: third amendment with ROV in the west, up to 2.64 million
On June 1, 2026, the Junta de Supervisión Fiscal approves with observations the third amendment of the contract between Fomento and ROV Engineering Services, PSC for the west region. The letter, again from Jaime A. El Koury to Roberto Lefranc Fortuño, covers construction management and inspection of FEMA permanent repairs. The island-wide project has five regions; this piece is the west, not the metro.
Original contract 2023-000097 was signed on March 13, 2023, from the same competitive FEMA DR-4339 process. The initial maximum was 1,445,970 dollars, with a term through August 31, 2025. The first amendment, August 3, 2023, added 200,000 up to 1,645,970. The second, August 27, 2025, extended the term to December 31, 2026 without moving the ceiling. This third amendment adds 994,968.60 dollars and leaves the maximum at 2,640,938.60, without changing the deadline, for continuity of service.
The funds, Fomento certifies, are CDBG and FEMA in account 01-5440-882-4339, the same account as the metro letter. The Junta says there is sufficient fiscal 2026 budget as of the date. If federal funds run short, Fomento finds savings and reprograms. The review is PROMESA 204(b)(2), not an audit of the contractor. Any material change is resubmitted.
The fourth metro amendment of the same day leaves that contract at 4,948,257.32 dollars. This west one stands at 2,640,938.60. Two regions, two contracts, two ceilings. They are not averaged. On June 4, La Fortaleza announces the 123.3 million modernization of the Mayagüez regional plant; that is another agency and another URL. Here the fact is ROV in the west.
The Junta warns that it did not independently verify the information submitted. The PDF is the source. This is not original reporting.
