Fomento: fourth amendment with ROV in the metro region, up to 4.95 million

On June 1, 2026, Jaime A. El Koury writes to Roberto Lefranc Fortuño, executive director of the Compañía de Fomento Industrial, about the contract with ROV Engineering Services, PSC for the metro region. Conclusion: approved with observations. The service is construction management and inspection of permanent repairs to Fomento buildings and infrastructure in an island-wide project divided into five regions: north, south, west, east, and metro. This letter is the metro one.

Original contract 2023-000098 was signed on March 13, 2023, from a competitive FEMA DR-4339 process of September 30, 2021. The maximum was 1,950,060 dollars, with a term through August 31, 2025. The first amendment, August 3, 2023, added 200,000 up to 2,150,060. The second, February 6, 2025, added 281,412.50 up to 2,431,472.50. The third, August 27, 2025, extended the term to December 31, 2026 without touching the ceiling. This fourth amendment raises 2,516,784.82 dollars to 4,948,257.32 to give continuity to the service, without changing the deadline.

Fomento certifies coverage with CDBG and FEMA funds, account 01-5440-882-4339. The Junta sees sufficient fiscal 2026 budget as of the letter's date. If federal funds fall short, Fomento must find savings and request reprogramming. The review is not due diligence of the parties nor a legal check of procurement. Any later amendment returns to the Junta before it is executed.

The sister letter of the same day, same signature, covers the west region with the same contractor and another ceiling. Metro and west are not merged into a single number. Nor is the 4,948,257.32 used to talk about the Mayagüez plant that La Fortaleza announces on June 4. Here the fact is the fourth metro amendment.
