Semanario Visión: Paseo Responsable calls unconstitutional the burden Ley 82 puts on anyone who challenges
Semanario Visión gathers the opposition of Coalición Paseo Responsable to Ley 82 of 2026. The coverage, by Ivelisse Ríos, is not Metro Puerto Rico's box on the signing nor the Microjuris Al Día column on Article 14.1: it is that coalition's voice against the burden the law puts on anyone who challenges a permit.
According to Visión, Paseo Responsable calls the measure "unconstitutional". The bond issue, the weekly reproduces, "places an economic burden on the persons, communities or organizations" that want to stop a development. P. de la C. 310, the outlet says, is by Jorge "Georgie" Navarro and Luis "Josean" Jiménez. Those authorships are Visión's, not a recount by this magazine.
Visión adds that Navarro later presented another bill so the Tribunal de Primera Instancia would have discretion when setting that burden on rustic land, and that in doing so it would consider the resources of the person asking for the stay, the nature of the damages, the risk to the community, and the economic effect of stopping the work. That is another measure, later. This page does not turn it into law.
Nor does it rewrite here the requirements Metro Puerto Rico dated on the day of the signing: that way out is in the signing note. Semanario Visión does not publish a 20-day deadline or a docket against La Fortaleza. The term of 20 calendar days before the Tribunal de Apelaciones is named by La Perla del Sur in the fast-track note, not on this page.
The coalition, according to the same weekly, said they will not sit with their arms crossed. What remains is Visión: the coalition, the word "unconstitutional", and the burden on whoever challenges. This is not original reporting. A reader who wants that quote has the URL at the foot.
