Metro Puerto Rico: González Colón signs Ley 82-2026 and puts a 10% bond on anyone who asks to halt a project

On May 12, 2026, Metro Puerto Rico reports that Governor Jenniffer González Colón signed into law a measure that imposes new requirements on anyone who challenges permits or construction acts. The outlet dates the note that Tuesday, at 3:57 p.m., and attributes it to Cybernews. The headline is "Gobernadora firma ley para limitar impugnaciones de permisos".

According to Metro Puerto Rico, Ley 82 of 2026 amends the Law for the Reform of the Permitting Process to specify standing. The text says it limits challenges based only on alleged violations of law or regulation when no particular harm is shown. Every request for a stay, judicial or administrative, must include a bond of no less than 10% of the project's total value. That figure is Metro Puerto Rico's, not a recount by this magazine.

The same page adds that the measure strengthens the revocation of permits obtained with false information and that curable procedural errors, without imminent harm, are not enough for an extraordinary remedy. It also mentions the appearance of indispensable parties and amendments to the Municipal Code on certain uses of especially protected rustic land. La Fortaleza, the outlet reproduces, speaks of legal certainty and of facilitating economic-development projects.

Ey Boricua published the same day a note on the signing and the protected lands. When opened, the server responded 403. This page does not invent a "Molina v. Gobernadora" docket. What remains is what Metro Puerto Rico puts in black: the signing, standing, and the 10% bond. This is not original reporting.

The Metro Puerto Rico note also records two vetoes the same day — P. de la C. 153 and P. del S. 625 — that are not this law. They are not fused. On May 25, Microjuris Al Día examined Article 14.1 at another URL. Here May 12 remains the signing the outlet dates. A reader who wants La Fortaleza's box has the URL at the foot.
