ENDI: first lighting agreements — Law 174 / NEPR $527 million

On September 13, 2026, El Nuevo Día covered the announcement by House Speaker Carlos “Johnny” Méndez: on September 17, seven municipalities will present to the Chamber the “first collaborative agreements” to rehabilitate, repair, and maintain public lighting under Law 174-2026 and NEPR Regulation 9774 (June 22, 2026).

The mayors of Cabo Rojo, Culebra, Fajardo, Cayey, Guayama, San Juan, and Vieques will go to the summit (2:00 p.m.), along with Edison Avilés (NEPR), María Luisa Marín (COR3), and LUMA officials. Avilés said that the forum will clarify steps to formalize agreements with LUMA. Víctor Parés (co-author of PC 1207) emphasized that in San Juan it is a priority.

A NEPR resolution of February 11, 2026 reassigned $527 million for repair/replacement in ~35 municipalities without previous funds; the total cited in federal funds exceeds $1,200 million (FEMA secs. 428 and 406). The list includes Aguas Buenas, Arecibo, Cabo Rojo, Canóvanas, Humacao, Ponce, San Juan, Vieques, and others. Allocation/reassignment ≠ executed disbursement.
