Power Expectations alleges conflict of interest behind its contract cancellation
On September 6, 2026, El Nuevo Día reports, by Keila López Alicea, that Power Expectations in-house counsel Abraham Freyre Medina charged that the efforts of attorney Javier Vázquez Morales, of the firm O’Neill & Borges, in contacting PREPA officials and Energy czar Josué Colón on behalf of ERock — Enchanted Rock’s parent — could constitute a conflict of interest and even “corporate espionage.” Freyre stressed that the same firm advises the Financial Oversight Board. “Vázquez did not see the clear conflict that exists in advising Enchanted Rock, the Financial Oversight Board and accessing the Czar to influence him,” he said in a statement. There were no immediate comments from the attorney or the firm. The frame of the August 18 cancellation and the Board’s revocation lives in the primary note on Power Expectations; this one does not rewrite it.
Freyre cited a June email in which Vázquez warned that Enchanted Rock was “apparently erroneously included” as a vendor in the 400 MW Aguirre PPOA alongside Power Expectations and Reyes Contractor. O’Neill & Borges has said its role was limited to serving as ERock’s liaison with Puerto Rico at the request of Gibson Dunn & Crutcher. Freyre held that Colón’s recent House testimony — who labeled the direct approach “improper” — illuminates Vázquez’s tactics, and alleged that Vázquez spoke for about two weeks with Flotek Industries officers after it replaced Enchanted Rock in the consortium, without taking on legal representation because of a possible conflict. The company, he said, is evaluating whether trade secrets were obtained improperly. A conflict allegation is not a judicial ruling in this piece.
What remains is Freyre’s charge, the June email, the dual Board/ERock role Power Expectations alleges, Flotek in the account, and a no to turning that charge into a verdict. A reader who wants López Alicea on the 6th has the El Nuevo Día URL at the foot. This is not original reporting.
