House will summon Zapata and Carlo over the Power Expectations contract

On September 5, 2026, El Vocero reports that House Government Commission chair Víctor Parés Otero will confirm summons to a public hearing — under oath — of engineer Mary Carmen Zapata and attorney Osvaldo Carlo on the temporary generation contract with Power Expectations, put in that coverage at about 5.9 billion dollars. Parés said PREPA, Genera PR and the 3PPO already delivered the requested file — meetings, calls, minutes, texts, contract copies — and that the House team is verifying it before setting dates. “We are working on the date.” He had previewed the summons Friday the 4th on Pega’os (Radio Isla): both “are going to be summoned so that, under oath, also in a public House hearing, they also tell us.” The frame of the August revocation lives in the Oversight Board note; this one does not rewrite it.

After Thursday’s hearing of Josué Colón, Parés — on Radio Isla — acknowledged “courage” for testifying under oath, but criticized answers that sounded “alienated” or without knowledge of the status of temporary generation despite the czar’s central role over the electric framework. He also said Colón’s reply to Rep. Ángel “Tito” Fourquet alluding to minority-legislator status was not prudent; Fourquet’s second turn passed without another incident. In El Vocero, Parés asked in the room whether Colón felt responsibility given that Flotek replaced Enchanted Rock about 48 hours before signing; Colón said his duty as czar continues until temporary generation is secured through other processes.

Governor Jenniffer González Colón endorsed the hearings (“the clearer the record remains…”) and reiterated that Fortaleza received Zapata’s resignation effective Friday the 4th — not a dismissal — with engineer Fernando Osorio Caño as interim while she interviews candidates. What remains is the announced summons of Zapata and Carlo, documents already delivered, Parés’s critique of Colón’s testimony, Fortaleza’s endorsement of oversight, and a no to reopening the full contract dossier here.
