The quarterly report of the mitigation grant B-18-DP-72-0002 covers from April 1 to June 30, 2026. Obligation, disbursement, and expenditure are three distinct columns: the $5.09 billion obligated do not equate to $5.09 billion paid or built.
Among the entities with spending in the period, the Puerto Rico Department of Housing appears with $63,715,848.82 and a cumulative total of $572,434,423.61. Puerto Rico Housing Finance records $17,093,509.35 and $17,343,831.36 cumulative. The planning areas complete that map. Planning MIT appears with $150 million budgeted and $13,585,637.73 disbursed, while State Planning MIT shows $24,855,852 budgeted and $143,967.16 disbursed. In the quarter, the summary reflects positive disbursements for administration, housing, infrastructure, and planning, but a negative amount of $18,594,164.40 for Multi-Sector. The report presents that adjustment in parentheses; it does not characterize it as theft or physical loss.
Numerical objectives also require care. The Overall Benefit Percentage has a target of 50%, a projection of 85.81%, and a current result of 3.26%. The Overall Benefit Amount sets a target of $3,848,181,974, projects $6,604,283,606.02, and reports $250,991,045.11 currently. For Most Impacted and Distressed, the target is a total of $8,285,284,000, the projection is $8,262,283,999.89, and the current figure is $545,628,197.83.
The general report states that Housing advanced mitigation and resilience initiatives in housing, infrastructure, health, energy, and community development. It lists processing applications, eligibility determinations, environmental reviews, design, procurement, relocation assistance, and construction-related activities. It also mentions renewable energy, water resilience, telecommunications, transportation, flood control, landfill closure, public safety, and utility improvements at different stages.
The Single-Family Housing Mitigation Program provides a detailed example. The program had generated 6,123 applications, of which 3,865 were still active. It identified 3,347 pre-eligible applicants, with 2,809 active cases, and completed 137 property risk assessments during the quarter, for a cumulative total of 3,197. The design prioritizes households with immediate threat, recent damage, substantially damaged properties, or located in high-risk areas.
In that activity, the QPR records 1,136 active relocation vouchers and 321 relocation closings. For repair, retrofit, or reconstruction, it reports 845 approved active scopes, 764 active work orders, 515 completed active environmental reviews, 325 active awards, 276 active notices to proceed, 69 substantial completions, and 31 key deliveries. Each figure represents a different stage; a request is not a completed home.
The financial portrait as of June 30 is, therefore, an MIT grant of $8.285 billion with $5.09 billion obligated, $362.1 million drawn, and $593.3 million spent according to the submitted QPR. The document does not state that the total awarded has been disbursed nor that all initiatives are completed. Its pending review status requires it to be cited as a grantee report, retaining the original labels and dates.
