The Citizen Commission accuses the Board of worsening the water crisis with a 30 million cut to the AAA
On August 4, 2026, Metro Puerto Rico reports that the Citizen Commission for the Audit of Public Credit held the Financial Oversight Board responsible for cuts that, it says, weakened the Puerto Rico Aqueduct and Sewer Authority. The new fact the outlet highlights is a certified 30 million dollar cut for renewal and replacement of equipment: pumps, pipes, and other components of the distribution system. That figure is the Citizen Commission's via Metro Puerto Rico, not a breakdown by this magazine.
Planner José Rivera Santana, spokesman for the organization, said that in ten years the Board suspended and removed millions from the AAA capital-improvements program, with the reply that the investments should come from post-disaster federal funds. He added bill increases, staff reductions, and public-private partnership projects. Those are his attributions. They are not turned here into an audit of each line item.
Eva Prados Rodriguez, executive director of the Citizen Commission, placed the cut against falling reservoirs, a damaged Super Aqueduct, and families without water. She contrasted extra annual payments of over 300 million dollars to bondholders. Rivera Santana insisted the priority should be families, not bondholders. The contrast is the organization's. This note does not reconcile that reading with the fiscal plan or with the 127 million for AAA projects El Nuevo Día covered on August 14 at another URL.
August 4 is also the date of the rationing announcement in NotiCel. Those are two acts, two outlets. Metro Puerto Rico covers the budget accusation; NotiCel covers the interruption announcement. They are not fused.
Anyone looking for the certification of the 30 million cut or the detail of bondholder payments has to go to the named source. What this page leaves is the August 4 claim: equipment cut, drought underway, and an organization that asks the Board to leave. This is not original reporting.
