COR3: Humacao–DRNA agreement for Punta Santiago; 14.56 million obligated in 15 projects
On September 3, 2026, Governor Jenniffer González Colón announces a collaboration agreement between the Department of Natural and Environmental Resources (DRNA) and the Municipality of Humacao to accelerate reconstruction of the Punta Santiago Beach and Vacation Center, damaged by Hurricane María. The COR3 release sets a projected federal investment of approximately 16.18 million dollars in 15 recovery projects. Total cost comes to 16,178,287 dollars, of which 14,560,458.35 correspond to obligated funds. Obligated is not disbursed. This desk does not turn the balance into theft.
Humacao takes a more active operational role — administration and management, interagency coordination, environmental compliance, document preparation and procurement, design and construction processes — while DRNA continues as subrecipient of FEMA funds and keeps final responsibility before COR3 and FEMA. Reconstruction includes the cabins, the pumping system, recreational areas, the water park and other support infrastructure. As part of the investment about 2.09 million in mitigation and resilience measures are contemplated.
Separately, the governor previewed the groundbreaking the following week to demolish the existing recreational fishing pier and build a new one with treated-wood decking, at an investment of 19.8 million. That pier is another file: it is not added here to the 16.18 million beach and vacation-center package. Separate pots.
What remains is about 16.18 million projected, 14,560,458.35 obligated in 15 projects, about 2.09 million in mitigation, the 19.8 million pier on its own line, and a no to calling the obligation a disbursement. A reader who wants the COR3 release of the 3rd has the URL at the foot. This is not original reporting.
