CNN: San Juan completes a third week of rationing; Pica Quiñones collects water in Loíza
On Friday, August 28, 2026, CNN en Español reports that San Juan and nearby municipalities completed a third full week of mandatory rationing. The piece opens with Milagros Pica Quiñones, 96, in Loíza, collecting water in bottles and jugs. It is not a recount by this desk. It is CNN's dispatch.
Eugene Smotkin, on that same page, says drought plus obsolete infrastructure equal a humanitarian crisis. CNN puts the Superacueducto at 183 centimeters in diameter and 80 kilometers, and places National Guard tankers since the June break. Carlos Pesquera, cited there, puts the drought as the trigger, not the full vulnerability, and points to around 60 percent of treated water lost, according to ASCE 2019. Every name is not packed. What remains is one network beat: losses and an 80-kilometer pipe.
González Colón declared an emergency on July 31. This week, to MS NOW, she did not rule out asking Washington for a national emergency after exhausting local resources. On the 25th, El Nuevo Día covered that it had not yet reached a Stafford major disaster: the drought is not yet a major disaster. This note does not rewrite that one. The USDA, the office announced Wednesday, declares a disaster in 26 municipalities. Emanuel Rodríguez, of the NWS, places San Juan's July as the driest in more than 120 years, with below-normal rain possibly through January.
This page is not the Senate hearing. It does not name resolutions or unit counts of a project in Cabo Rojo. What remains is the third week, Pica Quiñones in Loíza, and González Colón's phrase on a national emergency. This is not original reporting.
