Comptroller OC-27-25: contracting and property failures at the Retirement Board

On August 27, 2026, Comptroller Carmen A. Vega Fournier publishes Audit Report OC-27-25 on the Government of Puerto Rico Retirement Board — professional and consulting-services contracts, and movable property —. The audited period runs from July 1, 2021, to May 31, 2025. The exam yielded three significant findings and two special comments on contracting, public-property handling and internal governance. An audit finding is not a criminal charge. This desk invents no accusations outside the release.

The report revealed improper payments of 8,049 dollars to a contractor for services after contract funds were exhausted, plus deficiencies in invoice pre-audit — missing data, absence of service reports and certifications without authorized signatures — and an excess payment of 293 dollars in advertising commission over the allowed limit. A contract for 348,333 dollars and an amendment for 140,000 to a foreign corporation that was not registered in the Unique Registry of Professional Services Providers at the time of contracting were also identified.

On property, there was no physical inventory at the appointment of the property officer in 2022, and there were discrepancies with Hacienda: 1,199 units for 2.6 million were not registered with Hacienda, while 894 units for 4.1 million eliminated internally remained unupdated in the official system. Special comments: despite FEMA and CDBG-DR allocations and insurer claims for 28.6 million, as of December 8, 2025 reconstruction work on the former Retirement Systems Administration headquarters had not begun; and the Internal Audit Committee held no meetings from its creation in June 2022 through May 2025.
