Jean Peña Payano does not date the La Fortaleza meeting on Power Expectations

On August 23, 2026, Primera Hora reports that, although last week Governor Jenniffer González Colón announced she would summon the parties to the temporary-generation contract with the Power Expectations consortium, Public Affairs secretary Jean Peña Payano could not specify this Sunday when that meeting would take place. The contract, in this note, is valued at 5,887 million dollars. It was revoked by the Financial Oversight Board after irregularities, fraud allegations, blackmail attempts, and unethical conduct, according to the outlet. Other dispatches publish 5.9 billion or 5,900 million. No winner is chosen. Here 5,887 is copied.

The scandal, Osman Pérez Méndez writes, involves private companies, the Public-Private Partnerships Authority, the Puerto Rico Electric Power Authority, and the 3PPO. Asked at the Asunto Semanal briefing when the meeting would be, Jean Peña Payano answered that he did not know. I do not have a date for the meeting, but the governor will certainly summon them, he said. There has been much public discussion, he added, and the parties have to be sat down and heard face to face. He reiterated that there was no disbursement of 5 billion - 5,000 million dollars - something officials have repeated from the start. As soon as the meeting is set, he said, we will discuss what happened there.

Last week, Primera Hora recalls, the Board disclosed Enchanted Rock's letter to the P3 Authority and the 3PPO accusing Power Expectations of fraudulently signing in Enchanted Rock's name. The document records that one of Power Expectations' principal officers has felony convictions in Florida. From November 2025, Enchanted Rock said it would not take part in Aguirre; the pact appeared signed in June. An extortion attempt, allegedly by Power Expectations, is also documented. That recap is Primera Hora's on the 23rd, not a new finding of this magazine.

On the 19th, Primera Hora had covered that letter in more detail. On the 20th, Caribbean Business covered the hold on 3,000 and 600 megawatts and also said Jenniffer González Colón would summon without a date. On the 23rd, Jean Peña Payano confirms there is still no date and again denies the 5,000 million disbursement. Two figures live in the same note: 5,887 million of the contract and 5,000 million of the disbursement that, he says, did not happen. They are not flattened.

There is no minute here and no list of those summoned. There is a I don't know from Jean Peña Payano and a governor who, according to him, will summon. A reader who wants the Asunto Semanal briefing has the Primera Hora URL at the foot.
