The House seeks 400 alternate megawatts with Genera, AES, and EcoEléctrica
On August 23, 2026, Metro Puerto Rico reports that the House of Representatives will begin an evaluation to identify alternatives for 400 megawatts of temporary generation. House speaker Carlos Méndez Núñez and Government Commission chair Víctor Parés, who will have charge of the work, made the announcement. There will be a meeting with the Energy Bureau president, the Public-Private Partnerships Authority executive director, and the Puerto Rico Electric Power Authority executive director. Also meetings with executives of Genera Puerto Rico, which administers around 60 percent of the plants, and with executives of AES Puerto Rico and EcoEléctrica. Metro does not name Edison Avilés Deliz or Mary C. Zapata Acosta in this piece. They are not pasted here.
Carlos Méndez Núñez said the House is inserting itself because Puerto Rico needs that stability, and cited Act 174-2026, which allows municipalities to repair, replace, and maintain streetlights. He ordered the Government Commission a mechanism to ease acquisition as soon as possible, under transparency. Víctor Parés held that the 400 megawatts are needed while battery-storage systems come fully online and repairs and modernization continue. During the prior week, he said, average demand was 2,610 megawatts, of which some 500 come from Costa Sur, with problems since early July. Those 400 are needed to mitigate any dislocation, with the Executive and on an urgent basis. He previewed meetings with the Financial Oversight Board.
The evaluation occurs while the House keeps open the investigation of contract 2026-P0010 to the Power Expectations consortium. The inquiry, Metro says, started nine days ago by order of Carlos Méndez Núñez, under House Resolution 42. The contract was canceled by Board order the prior Wednesday. Despite the controversy, the House leaders hold that those 400 megawatts still need to be added. Metro does not write in this piece that Víctor Parés wants the 3PPO out of this purchase. That phrase is not added.
On the 19th, Caribbean Business covered the race to replace 400 megawatts with San Juan, Palo Seco, and 244 megawatts from Genera PR. On the 20th, the same outlet covered the hold on 3,000 and 600. On the 20th, El Vocero covered the ten days of papers. The 23rd is the House seeking alternatives with AES, EcoEléctrica, and Genera. Three dates, three angles. The revocation kernel is not rewritten.
What remain are 2,610 megawatts of demand, some 500 from Costa Sur, Act 174-2026, and the 400 the House says must be installed. A reader who wants the meeting calendar has the Metro URL at the foot.
