Mary C. Zapata Acosta notifies Power Expectations that the contract is canceled

On August 18, 2026, Telemundo Puerto Rico reports that Puerto Rico Electric Power Authority director Mary C. Zapata Acosta notified Power Expectations LLC in a letter this Tuesday that the generation contract was officially canceled. The magnitude the outlet puts in this note is 5.9 billion dollars and ten years. The pact stipulated the deployment, installation, operation, and maintenance of temporary units with a total capacity of 400 megawatts. Those three figures are Telemundo's. Other dispatches publish the same contract with other roundings. No winner is chosen.

The Financial Oversight and Management Board, the prior Friday, voted to revoke approval of the contract among PREPA and Power Expectations LLC, Enchanted Rock LLC, and Reyes Contractor LLC; to order PREPA to rescind; and to refer the matters to the relevant authorities. The determination, according to Telemundo, comes after a statement by ERock Inc., Enchanted Rock's parent, of August 7, 2026: the company is not part of the project and its name and signature were used without authorization.

According to the Third-Party Procurement Office (3PPO), Power Expectations lacked the financial capacity and technical knowledge to execute the contract without Enchanted Rock. Because Enchanted Rock said it had not taken part, the contract is irreparably tainted. That is the reading Telemundo attributes to the 3PPO, not a holding of this magazine. The contract had been formalized after a request for proposals in response to Energy Bureau indications of March 2025 of a forecast shortfall of between 700 and 850 megawatts.

The Board, Telemundo adds, knew of that emergency when it reviewed the contract. To date, 66 calendar days since it was signed on June 10, 2026, no significant progress has been reported. On August 14, El Vocero covered the Partnerships Authority and the energy czar referring allegations to Justice. On August 13, El Nuevo Día had Jenniffer González Colón saying that if it can be canceled, let it be canceled. This letter of the 18th is PREPA's rescission, not those notes.

There is no count here of megawatts already installed and no disbursement. There is a letter from Mary C. Zapata Acosta, a Board vote, and the figures Telemundo printed. A reader who wants the document has the URL at the foot.
