Thomas Rivera Schatz announces the Senate will go to court against the AAA
On August 17, 2026, El Nuevo Día reports that Senate president Thomas Rivera Schatz announced this Monday that he will go to the courts to try to compel Puerto Rico Aqueduct and Sewer Authority executive president Luis González Delgado to deliver information required during the Committee of the Whole on June 17. The corporation, according to the Senate leader, ignored the original deadline and an extension that expired on June 30. That absence, he says, keeps the Committee of the Whole's final report stalled.
On the floor, Thomas Rivera Schatz instructed the secretary to refer the matter to the Advisers' Office so they appear in court and file the action. Luis González Delgado appeared pursuant to Senate Resolution 539, authored by Senator Juan Oscar Morales, which required him to report measures to correct aqueduct-system failures, the state of the infrastructure, contingency plans, and any other related matter. The newspaper does not publish here the inventory of documents owed. What remain are the announcement of going to court and the delay since June.
In the same Monday session, the Senate approved the final report of the Tourism, Natural Resources, and Environmental Committee that investigated, through Senate Resolution 289, the ongoing water-service interruptions that affect San Juan. Among the recommendations the excerpt names is an early-notice protocol to municipalities and residents on scheduled interruptions or operational events, and timely disclosure of oasis hours and locations. That approval is the same day. It is not the lawsuit. Those are two threads in one session.
On August 6, El Nuevo Día covered Héctor Del Río Jiménez's resignation over a Carraízo rationing the newspaper placed at some 180,000 customers. On August 12, AAA board members denounced a lack of communication. On the 17th, Alejandro García Padilla consulted on the 2015 drought with Jenniffer González Colón. Three notes, three angles. This one covers the Senate and the court, not the Drought Committee.
There is no action already filed here and no ruling. There is an instruction from Thomas Rivera Schatz, a named executive president, a June Committee of the Whole without data, and an RS 289 on San Juan approved the same Monday. A reader who wants the text of the 539 or the 289 report has the El Nuevo Día URL at the foot. This is not original reporting.
