The P3 Authority and the czar refer the Power Expectations allegations to Justice
On August 14, 2026, El Vocero reports that the Public-Private Partnerships Authority and the Energy Czar's Office referred to the Department of Justice and federal authorities allegations about the legitimacy of the signature on the temporary-generation contract with Power Expectations. Among the claims: unauthorized use of the name and a signature of Enchanted Rock, LLC, presented as a member of the consortium. The contract was signed on June 10 between the Puerto Rico Electric Power Authority and the consortium of Power Expectations, Enchanted Rock, and Reyes Construction. Josué Colón Ortiz said any allegation of fraud, forgery, or unauthorized signature has to be investigated, and that they prejudge no one. The referrals, the P3 Authority stressed, do not constitute a determination of a crime or a criminal charge.
The allegations were presented on June 16 by the firm O'Neill & Borges, representing Enchanted Rock, before the recent coverage and later remarks by the Financial Oversight Board. That same day the P3 Authority referred the matter to Osvaldo Carlo, of the Third-Party Procurement Office (3PPO), to review the file. The 3PPO is administered by Regulatory Compliance Services Corp. (ReComS), contracted by the P3 Authority since 2023. Lourdes Gómez Torres confirmed that Justice received the referral and will evaluate it under the law.
On August 12, the CPI identified Jhoby Weaks as Jobadiah Sinclair Weeks. On the 14th, at another URL on this desk, the Board revoked its endorsement of the contract. This El Vocero note covers the referral, not the revocation or the identification. Those are three acts, three URLs. They are not fused.
Josué Colón Ortiz, according to El Vocero, said the controversy will not affect the schedule of generation-unit upgrades. That is his claim. It is not a megawatt timetable this magazine recounts.
Anyone looking for the June 16 letters has the El Vocero URL at the foot. This is not original reporting.
