The CPI identifies Jhoby Weaks, a contract signatory, as Jobadiah Sinclair Weeks

On August 12, 2026, the Centro de Periodismo Investigativo publishes that the identity of Jhoby Weaks, one of the three signatories of the temporary-energy contract, is linked to Jobadiah Joby Sinclair Weeks, 46 years old. In 2019 he was charged, with four other people, in a 770 million dollar fraud and tax evasion. The case, according to the CPI, remains pending sentencing in Newark, New Jersey. He pleaded guilty on November 8, 2020 to conspiracy to offer and sell unregistered securities and to tax evasion from 2015 to 2018. Federal Justice then identified him as a resident of Arvada, Colorado.

The CPI page returned a Cloudflare wall when opened from this desk. What remain are the headline, the dek, and the center's own public excerpt: Weeks appears on the contract for some 5,000 million in public funds. An August 8 letter from Carlo Linares to the energy czar says his office verified Power Expectations documents since March 2025 in which Enchanted Rock LLC named Power exclusive agent in Puerto Rico and Florida, which in his view justifies the signature. That letter mentions a June 1, 2025 agreement that gave Weeks the title of Chief Operating Officer for Caribbean operations. Those phrases are the CPI's, not a conclusion of this magazine.

On August 14, El Vocero will cover the AAPP and czar referral to Justice and federal authorities: it is not a finding of a crime. On the 14th, at another URL on this desk, the Financial Oversight Board revoked its endorsement of the contract. This note of the 12th does not rewrite that revocation. It covers the identification of the signatory.

No megawatt count or bond amount that the excerpt of the 12th did not put is invented here. The CPI names Texas as residence on the contract and Colorado as origin. They are not flattened. A reader who wants the full profile has the CPI URL at the foot. This is not original reporting.
